1. Because Jimmy is awesome. :)
2. As much as we wanted to, we didn't have enough room to put in all the characters, so as a result people such as Timmy, Fosse and Tammy (Kenny's girlfriend in one episode) were left out. However, you can see various minor characters here, like Nelly, Flower, Sally and Bluecap.
And Bill IS in the video: go to 1:06 and you can see him behind Tweek.
