Some cats that do that are really harmless. I adopted a cat that hissed at the drop of a hat; whenever she did that I just mocked her. I also put her food on a high window sill, so she would have to depend on me to help her get to it. Since then, she has become affectionate and sort of attentive, though I still get a stray hiss or a terrified scurry every now and then for no apparent reason. It's just more entertainment.
