They would literally have the same moves and fans would consider him a pallete swap to zangief rather than a character who coincidently knows how to spins in circles just like Zangief. Zangief(although i don't i prefer using him) is my substitution for haggar in SF

BTW, Belger's chair was originally a wheelchair, but Nintendo sanitized that for the SNES version (as well as changing the names of Damnd and Sodom to Thrasher and Katana, respectively).
