It was the American company Bechtel. They made deals with the Bolivian gov. to privatize water. The population was so outraged that they revolted and eventually forced Bechtel out. The effort eventually lead to the indigenous movement (Bolivia is 80% indigenous) that elected Evo Morales, a farmer and labor organizer.
Recently there has been an effort from the Bolivian elites in the Santa Cruz region to secede. It's an ongoing situation.
For clarification, the reference Chomsky sought at 3:35 was that of Madeline Albright responding to Colin Powel's considerations on the tactical usefulness of airstrikes on Serbia. Albright retorted, "What's the point of having this superb military that you're always talking about if we can't use it?"
I wonder why a man like this is not a govt adviser? or is he?
