Not true.

Goldust's biggest push came in 1996 as Intercontinental Champion. He fought - and in many cases defeated - the likes of Undertaker, Bret Hart, Shawn Michaels (as world champ, no less). All the while holding the IC belt for more than 5 months.

Well, for much of 1996, he actually was a main-eventer. He headlined Raw more than once in '96, and actually main evented quite a bit in '97, and even as late as 1998. His matches with Undertaker were either main event or semi-main during their '96 feud. The 'Mind Games' pay-per-view was marketed as a twin main event: HBK vs. Mankind, and Undertaker vs. Goldust. To say nothing of house shows.
