It's funny, because both times that he's with Brooke, most of his free time is spent around Peyton. Somehow makes their relationship more...pure. The fact that at the time their love was clearly there, just unrecognized by them. As to Peyton cheating with Lucas, Brooke's fault because she knew they had feelings for each other and she still had to chase him, probably just because she felt like it or because she had the need to win

Okay, no offense to anyone who's gotten in a heated "No, Peyton did more to Brooke" fight, but, God, they resolved this in the fictional world.

Do Lucas and Peyton regret what they did? Yes. Does it mean that they'll rot forever and ever in the depths of hell? Probably not - because they reget it. They showed the regret of hurting Brooke the entire time. This doesn't leave them sinless, but the characters worked through it.

Bottom line: issue has been delt with. Move on.
