I think you are missing the point. HC was not in favour of an audit and it seems like his tune has changed following the partial audit. Also saying that in the 90s things were different is besides the point as Fed transactions have never been open to scrutiny and a lot of things were done that the US taxpayer was not aware of even then.

I think you have to realise that there is no central bank (if you can call the Fed that) that is no opaque as the Fed is.
