You can't really say what music has soul and what doesn't, as everyone feels different things when they hear different music. Different types of soul I believe.

This is bobwire sounding trash, and those who play guitar know that these licks are nothing great. The sound effects is carrying this guy, but this sounds so horrible that it grieves me to know or consider that anyone would even refer to this as music. wow the guitar is out of tune......It often happens when the endorsers give their guys an average instrument from their stock (I mean High quality ones, but new ones just getting out from the factory, and not set up for the guy, and with a "wavy" tuning.....not confortable at all...
noone is ever perfect in a live situation. especially if he was uncomfortable with the guitar. but remember most of his guitars are rather bright sounding...those dean ML's (not ibanez) are very fat sounding so it can also effect which notes stand out more than others.
Im quiet sure he didn't feel well with this guitar, he has ever used standard (ibanez) shape of guitar; it has surely influenced, some bending weren't in tune and he was also out of time.
Look at any other video, this doesn't give him justice.
I like very much Vinnnie's style and expression, he's one of the greatest neo classical style shredders.

You english is out of question here. You opinion is the problem. I didn't hear the bends you mentioned. The ones I've heard were in-tune, mostly the 'marty friedman'-kind, slow and weird bends, but I wouldn't call them out of tune. Vinnie is a huge influence to a lots of shredders, and that tells it all. He is definately one of the best. His legato is just godly.
Well, my ears are getting old, but that one didn't sound that bad to me... I'm just not good enough to judge if it was perfect, but I think it was not worse than an average bend. But hey, these are just opinions:) I like Vinnie anyway.

Actually Vinnie's chorus in Meltdown contains some blues type of bands (somewhere between notes). Without having any background progression due low quality video and noise it might sound little out of the line.
maybe i don't think he uses the tapping as a great weapon but it is a bad taste to say he sucks, remember can be the guitar a little out of tune or sounds from the camera, do you want he to stop in the middle and tune the guitar ?
