DNA is information accumulated over time through the species, and began very small and grew tos omething very complex. A Biology book could tell you this better, So for the answer, nobody created DNA, that's false wording of the question since you start off assuming it was created instead of asking, "how did DNA come to be." We don't believ ein God, but based on the context of your theology, assuming you're Christian, God is the only one allowed to judge, so you're sinning.
