You can clearly see the a318-a321 nose section on the front of the plane, also, the NASA projects have Delta wings and no horizontal stabilizers and here you can see that there is a normal aerofoil wing coming from the side of the aircraft and the contrails are coming from the pods under the wings which I assume are engines, on a passenger plane, and what would a NASA experiment be flying over Ireland anyway?

The US has plenty of Nato bases spread out through Europe, I doubt this particular aircraft would land anywhere but near Nevada, the fact that it was over Europe doesnt suprsise me as it is a supersonic spy aircraft, more that capable of reaching any destignation in the world.
