I'm a plumber. Anyone can easily cut those locks off a gas meter. Just use a pair of tin snips. Can be done quietly.

this is one of 3 vids posted explaining how my neighbor who was an attorney was arrested after he hired someone to cut off the lock on the gas meter. He had his gas shut off for non payment.
