Volcanoes do cause things alike, take Tambora in 1815 (next year was known as the Year without summer), but those eruptions were/have to be big ones to cover the entire planet...

This current one is too small to make such an effect, and I dont quite remember any large-scale eruptions from 1939/40.. USSR do had many famines, but not due to volcanoes.
