Bush said the reason we "had to pass this bill now", with almost no oversight, and little restrictions on where and to whom the money is being given to, is because if we didn't our economic structure would risk severe depression. Now he is telling us that it takes time for this to be effective so to speak. What is that, I'm wondering? If a "rescue plan" takes time to effect our economy directly couldn't they have taken the time to ensure oversight and reduce taxpayer responsibility?

of how socio-economic systems work; especially their own!
