Yes, it is art but the only thing is that they suck the whole local money for culture...all the money of the "conseil regional" is given only to this people !! Notice that the legs are not load bearing. The elephant is just a giant tricycle. One set of wheels at the front (with the operator's cab), two at the back (in the trailer). The 'legs' are just suspended in the middle, waving back and forth for effect.
