They are incompetent and corrupt; most often, the wrong information is presented to make themselves seem 'on the job' and protecting the public. This incident happened just down the road from my home; the dog was 'road kill' and this mentally unstable lad was taking it home to eat it. It would have been the only meat he had had in months, so again, please be gentle.

In China, Congo and some other countries, dog meat and monkey meat is considered a good delicassy but in Uganda culture laws, it is forbidden to eat dogs. Forgive the man and teach him right.
