This is kind of a long running joke in The West Wing. Whenever a new pivotal staff member meets the President. It's always in a humiliating or deprecating way that leaves the individual mortified. Ainsley Hayes is another great example. It's been said that Sorkin did this to mirror real first reactions that people have going in all prepared but when they step into the Oval they lose the ability to articulate clearly and end up embarrassed.
