Prussia was not a soviet nation, however East Germany, which is partly former prussian land was part of the soviet union from the end of WWII til 1989 when the berlin wall fell. Prussia has also been hinted to be Eastern Germany in the series.

Um...way back when, he was made up of Latvians and Lithuanians, but was conquered by the Polish people... Then it eventually broke off and became part of the Germanic states, and is now part of Germany. Wiki for more.

@SunneBar Prussia, after Germany was unified in 1872, is technically just a German state, but the character becomes East Germany after the Second World War, which was under Soviet control. How he's still in the anime now Germany is united again is another matter entirely... perhaps he is surviving on sheer awesomeness...
