it's from Spike Lee's Bamboozled. The Mau Mau's were a militant rap crew, in the movie. MC Serch is the white dude, his character's name is 1/16 Black. the idea being that if you have even a drop of Black in you, that makes you Black. The chick is Chari Baltimore and she's just light skinned.
