the ones failing the students of California are the Teacher Unions and School Administration....one out of four drop from school because of the instructors....throwing more money at education only goes into the coffers of the Teacher's Union for their political agendas which uses children the same way as Stalin, Castro, Mao....California deserves its problems...they were voted in the mess

socialism is a failed agenda. unions have outlived thier usefullness. now arnold has been defeated and california will pay the price.
