Not necessarily, and even if they break your ribs - what is better? Breaking your ribs (which isn't necessarily life threatening) or bang heavily on the steering wheel/glove compartment and have serious head injuries which are certainly more dangerous?

I was involved in a head-on collision (me about 60 kph, the other car about 80 kph) and I just had a black and blue mark from the seatbelt. Fortunately I had an airbag, too. The combination of airbag and seatbelt does the trick.

I was in a similar accident without an airbag. All the seatbelt gave me was a big bruise. My left leg was completely smashed due to the accident, so it's safe to say I would have most probably died if I hadn't worn a seatbelt.
