I have neighbors with load ass barking dogs also. I go outside and bark bark bark till I leave ther area, or the rare occasion the owners come out and take them in. Been going on for Years, and I ahve done all I can (short of hurting or releasing the dogs. After all it is not the dogs fault the owners sucks and leaves them outside 24/7), The law is now help, and animal control is a joke. Good luck with those 2 pcs. of barking poo.
