Its usually one of the village elders. They take it in turns to roam around in the creature suits to keep everyone out of the forest and inside the village. They dont actually kill people, just lifestock to scare the villagers.

Towards the end noah finds one of the suits. and goes on his own little rampage!

I saw it, pretty cool, but I don't understand something :

the guy who is mad, noah (6:45-6:48), was the strange creature. But if he's there, than he can't be the creature outside... I still don't understand it, who's that creature that kills ppl ? Normally that was Noah, isn't it ?
