Dude.......You were totally over reacting. Yes, I know people are dumb for stopping on the track and they should know better, but by watching both parts of this video you were freaking out about it and the train didn't even come by for almost 2 minutes. Secondly the traffic cleared the tracks almost a full minute before the train came through. Also traffic signal near railroad crossing a usually set up to give the traffic coming from the crossing the green, so they can clear the tracks.
Also to point out, all the cars cleared the crossing long before the crossing gates and signals activated and long before the train even blew the horn.
I guess some people would love to assume there isn't any trains running when they are on the road. Trains can't stop like cars. I really feel sorry for Operation Lifesaver that has spent many years educating people on what to do around railroads. Apparently, nobody pays that much attention to anything associated with trains nor care for that matter. You can have a train with none other than a single locomotive and people can't even wait for it to pass. It's too hard for some people!
The most important rule if there is a red light that results in you stopped on the tracks waiting for the light is to remember that if the gates come down, you're doomed. For safety, instead, if there's a line of cars backed up to the grade crossing, stop your car BEFORE the grade crossing, so that way you are out of danger if a train should come by.
Heres a scary thought. I drive a bus in Pittsburgh and theres this one crossing that has an intersection not far from it. And you know how everyone hates being behind a bus, so they will pass the bus on the crossing (4 lanes) and dart in front of it therefore causing the bus to "stop" on the tracks because the light in front of it is red and now it has nowhere to go. Now thats an accident waiting to happen. Word has it that 70 trains come through that crossing a day!! People are STUPID!!!
This is what happens when a city puts an intersection too close to the tracks. They should post a sign the reads "No Stopping on Tracks" like the one that SP (now UP) had up at Yosemite Ave in Manteca. People should know better then to block the railroad tracks, too.

I drive in Escalon everyday, it's not that hard to stay off those tracks, if you're smart (DUH)
