go to a spell making altar and make a damage magicka spell in the arcane university

what if damage magicka doesnt apear on the list of spell making stuff?

you can find basic spells or scrolls in just about any spell shop or place that sells scrolls

try to see if you can find a weapon with a damage magicka effect if you have it equipped when you use the spell making altar then it will be in the list of effects that are usable for spells

two of the scrolls you need are in the barrel just outside of the pillar room(Damage magicka, and fortify magicka) the other two you can get just about anywhere
