I know the neck does not pivot in the film. It's a decision based on real world engineering, strength, and design. Keep in mind it's CG converted to real life. There are many things that are cheated in the cartoon that cannot be reproduced without compromising the look of the character. Disney's pivots at the base of the head, but their model is huge and has extra bits at the base of the head to compensate for the mechanics involved.

Wall-E's head pivots at the top. The neck does not pivot. I'm actually watching it right now with my daughter. Still very impressive.
