You know, Tom Kenny does do more voices than just Spongebob, including a bunch of others in Animated, Skids and Wheelie from the Movies, and numerous other shows where you probably don't even realize it's him.

And given he's emulating G1 Starscream's voice actor, Chris Latta, the question should really be, why does Spongebob sound like G1 Starscream?

Its been a very long time since a series actually addressed it, but last time it was talked about it was like Nirvana, in Hinduism, Sparks could either reincarnate if they weren't pure and get a fresh start or join with the matrix to become one. With a few exceptions where a spark gains extra power and goes immortal like Star Scream did in Generation2 (to bring him back from death in the old animated movie).

He did mentioned in a later eposide that he tried to offline Megatron for 4 million steallar cycles, so he been online for at least that amount of time. At first, he did not believe that the all spark did not exist, so he might came online after the Great War.

It's Spongebob (Tom Kenny).

I don't believe they've stated specifically how old any of the Animated characters are, however Ratchet was a medic during the Great War, millions of years ago. The other Autobots in Optimus' crew (including Optimus himself) appear to have come online after the Great War. The Decepticons are another question altogether, however many of the Autobots have never actually run into a Decepticon before; Starscream may or may not have been around during the Great War.

Basically, at some point in time they decide they've done as much as they want to with a particular "universe", they put it aside and start again with a new idea or new premise. They usually re-use names (esp Optimus Prime & Megatron) because of consumer recognition and coming up with names they can trademark is quite difficult.

Animated doesn't negate or overwrite Generation 1. It's just another new "universe".
