whether it's a cluster bomb or not and illegal, trust me you don't realise how many weapons break the Geneva convention and are still used... The NATO 5.56 actually breaks the convention by having the lead filling in the steel jacket not punched all the way down which leaves an air pocket resulting in 'banana-ing' of the tip of the round causing it to tumble through resistant flesh after only a few inches. This "excessive trauma" breaks the convention, but it's past off as manufacturing error...
