There are countless successful rock bands who assume American accents because it sounds 'right' in the context of an American music genre, so it doesn't really matter if an American assumes a Jamaican accent for his Reggae because it sounds 'right' in the context of a Jamaican music genre.

Maybe because you (I presume) are American, you don't notice the American accent in music, but it is DEFINITELY distinct from other accents. It's usually much stronger and more noticeable than an English accent. Anyway, the instruments in Matisyahu's songs are being played in a particular style (Reggae), originating in Jamaica in the 60's, so if they are playing in a Jamaican style, it is understandable to then sing/speak in a Jamaican style (accent).
