There is a technical service bulletin on this windshield wiper problem. Had a 92 Grand Marquis that did the same exact thing, the wipers stopped mid swipe. My 92 Crown Vic also has wiper problems, but does not stop, the delay mode works intermittently. Fords fix for this was replacing the wiper motor and/or switch.
