@SpyBreak101 No. Kurtis (his first name) is actually a riot cop. He was in charge of leading the riot police in NY when Shao Khan's portal opened up over the city. Khan took all of the people's souls, except Kurtis', but was teleported into Outworld(?). He got a mental message from Raiden saying to join up with the Forces of Light to defeat Shao Khan. So he isn't a dirty cop. Just an officer looking for retribution for the citizens he swore to protect.
