Actually, if someone has diabetes and a manicure is performed by someone unlicensed it can lead to lost limbs! A licensed person proven a level of competence which protects the community at large. I wholly agree with licensing in this matter.
Is it the majical powers of the paper the license is written on, the ink, or the words on it appealing to a supernatural force....such as a nail god, or a government. Licenses are the means for protection rackets more often than genuine attempts to protect people from themselves or others.
