Why is the water there? really, with a hole this close the smoke just doesn't go through the water... you should punch a hole a little bit under the center of the bottle and pass a tube (hollow pen tube for example) that will go diagonally into the water... on the end of the tube that sticks out you should put a folded aluminum foil to fit the smoking product (or you can buy one of those smoking tubes that I don't know how it's called but it's common on hookah's) and suck the top of the bottle..
