There called action bars, to get more of them go to Menu > Interface then choose how many action bars you want.

(to PineappleandMatthew) i havent played in forever so this might not be accurate. hit esc, go options, interface, action bars, and then you will have a few options with check boxes (side bar 1, action bar lock, etc.) just select the boxes you want and voila! :)
