The outsourced employees from India for example.. I am sure are smart as hell...but if they cannot communicate effectively with the caller, then it really is like going around in circles with them on the phone...
I have no problem with tech support, as long as they know how to speak english properly. (And no racist comments please..Im 50% Indian).
Its irritating as hell when you are trying to explain the problem and give them all relevant information(name, serial number, etc), but the tech support employee keeps asking the same initial question after 15min.. "I understand that you have an issue with your computer at this current time.."
Though I don't blame them at all...I blame the company itself.

we are actaully not allowed to give out that info before we get his info. We have to validate that his computer is in warranty and such. If I were the dell guy i would have hung up on the guy since there is a three strikes your out policy on swearing.
