I think you could have gotten the shine spark the way you wanted it... you can spin jump while ready to shinespark without losing it. If you did that, fired, then did a diagonal shinespark, you should have been able to blast through those speed blocks.

Before you take that shinespark elevator, make sure the last elevator you went through went down, not up.
