It is incumbent upon one to inspect the house oneself, and certain things can be restored and repaired. No house is perfect. One must negotiate a good price to compensate for all of the repairable defects. Looks like a house in need of work. The initial cosmetics are good, until some scrutiny that would be in order. Question can one deal with the initial deficits to make improvements for the long haul. Akin to trading: Can one deal with the possible risks to come up a winning system long term?
