@iexusuxei if you mean for the vehicle to move yes, but that can be done virtually anywhere with a faily straight enough road. As far as taking off the aircraft requires a force (wind)under the wings to induce lift. so technicaly speaking the car would only need to reach about 70 - 85 MPH (65 - 75 KIAS) for the aircraft to take off. (Those speed may be slower not sure the minimal stall / takeoff speed for a cub.
@SlTip Yes but air speed is relative .. the wind needs to be going a certain speed whether it's on a car or not. If the plane can take off at 70 -85 mph on a car it can take off at that speed on it's own.
