In videos like this try and record an interesting gameplay footage of TF2 then speak over the video later with a script or something to make it seem quicker and straight to the point ( plus you could try and add some jokes in there :D)
Maybe you shouldn't force yourself to do Sunday Shoutouts. Try just doing them when enough people apply. Stack up on some names BUT don't forget to advertise that you do Shoutouts in your other videos!
I've never asked to be shouted out because I prefer not having subscribers at all. The majority of my videos are unlisted just so I don't get subscribers, lol.
And heck, who needs a shout out when you can have your Steam popup show in the video? @1:42

Hopefully the negative feedback will kickstart the worry factor that's gone dormant recently and the channel will improve. I do apologise about my talking, but that's a bit hard to sort out when you live in a country that spits out words rather than talk them. Still. I'll work on it for you guys.
Maybe try putting less money in the giveaways, and more in content (games) for your videos. That way you still make people excited with chances to win free stuff, and you can buy more games, and perhaps faster so you'll get an advantage on (for example) reviewers.
Keep in mind, I'm not a YouTube partner and I have no clue if these tips are actually worth a thing, lol. I just hope to see you grow, 'cause I think you definitely deserve it. Oh, and sorry for the wall of text, haha.
Try making something unique. Something that isn't on YouTube already, or not in great numbers (example given: CoD commentaries). Or just give your own personal touch to something, and see if it's succesful. Or perhaps try looking at some well known, succesful partners. Take a look at TB for example. His 'WTF is' videos are extremely popular. I'm (DEFINITELY) not asking for you to copy people like that, but try something different and interesting. One last thing in the next comment :P
Putting your giveaway video links on forums as SPUF would definitely help improving your subscribers count. I don't know if you've heard about Jerma. He started out in July '11, posting a link to a video about him explaining a TF2 hat giveaway (A HAT!), immediately after that video he started making very decent TF2 commentaries. You've done SO many bigger (in terms of prize) giveaway, and haven't had the same succes. I'd say, try making something unique. I'll continue in the next comment.
You need to talk a little slower, you seemed panicky ^_^ Probably to get more subscribers post your giveaways on Steam Forum that how I joined back in the day :D
Honestly, you might be lagging in subs because you are a little hard to listen to at times. You tend to slur your words, and often stutter. Also, you sometimes seem to say things without thinking about it. Like calling the spinfusors in the Tribes Ascend rabbit vid nooby because they move in a straight line rather than an arc while you were using a class with a booster pack.
@TelematicSystematic I don't mind this. I find the way you talk entertaining and it's the reason why I subscribed to you. I guess it just depends on the person.
Keep on going I'm a fan but i guess i'm a fan of most people on yourtube who havnt sold out or are have went too far in trying to get subscribers or popularity (there is a certain point when it is just too much)
I dont think anyone will judge you for asking people to subscribe to win the prizes
Your videos need to keep peoples attention better, lots of people can't hold their attention on something if they arn't really into that thing
For example i think its fun to watch a few different crazy things happening in TF2 while you talk but i dont want to watch a full unedited match i guess the only people who want to watch that are people who are really into TF2 and then again why would they want to watch an average match when they can go and play one
