An overrated hack in the Captain Beefheart mold. Waits is blues for those who don't know the blues, and affected "weirdness" (i.e. not actually weird) for normal college educated white people who think they're hip and "out there". A stale rehashing of Beat movement cliches. In this song Waits engages in some tired and lazily absurdist mocking of religion to please his would-be sophisticated secular audience, (those desperate to satisfy their self image of "coolness".)
