Or perhaps it's the different versions where the speed is adjusted?

this is his own interpretation of the song and it sounds fantastic. chopins work is genius but i think he would be happy to hear this alternative version. its not like he changed the peice, its just played in a variation for people to enjoy, and i enjoyed it for sure.

There are two versions of this Waltz: "Chopin Complete Works -Editor Paderewski" The other version of this Waltz is much, much, better!!! No comparison between the two. I know because I play the "other" version!!!
I have public domain copies of original publications which are considered authorative. The 2nd theme is supposed to be lively and quick, and slows down before the end of the theme.
In the third theme there is a section of thirds (neighbouring chords) that he simply plays the top note of, etc...The performance would not stand a chance at a chopin competition.
the Bosendorfer is by far the best piano there is: the keys are light, but extremely precise. I wish I had one ;) Too bad they're so expensive...even though they're worth every penny.
I remember learning this piece a couple of years ago because of the original video you posted, from the original sheets as well. I'm getting nostalgic when hearing this performance again after so many years. 5/5

The second theme is supposed to be much quicker, and adding notes to the end of the phrases is annoying, read the notes. Otherwise, not bad.

If it's an Urtext edition then it is published. But while we're at it...
@0m20 he plays a double F# in the right that isn't in the the score.
@0m30 sounds like he played a G after the F# that also isn't in the score.
@0m51 the 2nd theme is supposed to be quicker. It says "con anima" at the top.
@1m13s the run downwards is supposed to be a tempo. He started it abruptly and very slowly [so its not rubato it's just a mistake].
@1m35 he does the double F# again. In the score the F# is TIED
