the motorcyclist are in the wrong for stopping in the asl area but you can't comment on the car driver as you didnt see him come to a stop....he may have passed the first line on amber and then it changed to red before he passed the second line, meaning by law he has to stop wether in the Asl area or not!
Looks like a perfectly acceptable speed to me. And ASLs and cycle lanes pose more of a hazard than they solve. As a cyclist I can emphatically say the one thing that would stop cyclists being crushed by left-turning wagons is not to ride up the left hand side of them. The second thing is to take the proper lane position instead of cowering in the gutter.
