As i recall they also wore it as a status of wealth or rank in events, gatherings, and festivities which would also make it a costume as well. Also there weren't to many, if close to at all armor clad women, so if you really wanted to be nit-picky you could say "dress in mens armor, or go back to your dresses." It still protects a certain area it was made for, which in fact is armor. I agree is is absurd, but technically armor none the less. really it's no differant than the gladiators of old. Leather armor, including the Roman stuff, was hardened with wax and/or boiling water. This is made of garment-weight leather. How do we know? Because the model/customer/Xena wannabe shows off where the fit was adjusted by pleating a small dart in the leather and riveting it in place. You can't do that to hardened hide.
And regarding "It still protects a certain area it was made for, which in fact is armor", the crafter's motivations are laid out at 0:18. It's costuming. If the waistband for the lower portion were broader, it might work as a kidney belt -- but this is not a fighting garment by any stretch of the imagination, and I can't imagine why you're so invested in trying to claim otherwise.

It doesn't matter how hard or what it protects from. My T-shirt could be considered armor, as it Protects me from some harm that could be establish. For instance Weather. Armor is armor simple as that. Yes it is a costume.... wear a little cleavage leather to escape the mundane world, but is it really something to get so upset that they call it armor?

It's so hard to find functional women's armor.
Regaurdless of whether it's chain-mail, scale-mail, or even leather.
Armor that would cover as much as a man's, and actually hold-up well in combat.
