You are right the banks a couple of years ago would redeem the properties just before the sale. But the trend I am seeing now is that they are not redeeming the properties and the banks owned properties are being sold at the tax deed sale.

I am a tax deed specialist in South Florida. I noticed this trend in its infancy over 2 years ago. The bank waits until the last moment to redeem the taxes most of the time. I have however been able to purchase property at the tax deed sale for pennies on the dollar even though there were mortgages.
