While this is welcome news, it is also clearly an attempt by the present Philippine government to shift all the attention and anger over corruption (among other things) onto Arroyo's shoulders and wash there hands of any culpability. The fact that so many people were able to witness the arrest shows there going for as much coverage as possible.
