Is the box between the ignition switch and the DLC a fuse box?

Yes, on the VSS or 12 volt power pin #16 the actual circuit may be connected to a fuse. It is often the cigarette lighter or dome light fuse. So if no power at pin 16, check these fuses. Pin 16 should have power at all times, even with key off
