The TC series are now licensed, therefore the subbing project was dropped. However, you may still be able to find and download them through torrents and anime-related websites.

Tsubasa Chronicle is the anime. Tsubasa Reservoir Chronicle is the original manga by CLAMP. You should read the manga since the anime has been doing fillers.
