@MrEpicbread: You can use ms paint, photoshop, gimp, sai, and some others, not quite sure what they are called though...=D good luck, I'll b sure to watch out to see if you have any pictures to see
oh you can also use hypercam to record, and Windows Movie maker to make the actual video..

You can rotate the canvas in photoshop, but it requires more work. I do believe that this was done in SAI.

No tablets have the rotation function.
On Paint Tool SAI there's a rotation button where you can do that. Open Canvas also has this function.
