That would be as simple as transmitting in the clear i.e. turing the encryption off with a button push on your radio. As for SDPD talking to BP, as long as the BP agents are monitoring SDPD's comm channel and it's programmed into the radios, they'd be able to hear the radio traffic.

@rjl2001 Encrypted radios for police are bad news. They think it helps so people don't know where they are at, but it comes back and bites them in the end.

@callmesmez How does using encrypted radio come back and bite law enforcement in the end? Almost every encrypted radio I've heard of is also set up to scan unencrypted channels. I'm sure this is how the BP agents in this very video were able to copy the radio traffic and close in on the suspects. The agents would simply have to switch to the unencrypted channel(s) to talk to SDPD. The only catch is that SDPD would not be able to use BP's encrypted channels. Benefits outweigh the cost, IMHO.

@fo694013 It doesn't work quite that way. Most agencies (local, state, and federal) around me are encrypted. The S.D.P.D. radios maybe on the 800 mHz band while the B.P. radios maybe on a different band (say 700 mHz). This requires two different radios. Motorolla is currently working on a duel-band radio. Also, keep in mind that this event happened in 2007, I'm sure that things have changed.

The thing to pay attention to is how surprised the pilot is that the first suspect was controlled by one Agent and that the second Agent arrested two suspects by him self. Thats every day for us. Notice how the first scoot Agent (scoot is ATV in BP jargon) fearlessly jumped the driver by himself while two other, potentially dangerous co-conspirators ran by, and how the pilot had that "HELL YEAH" tone in his voice when the agent single handedly made him submit. One Agent, Three Murderers. USBP!
