lol ... from what I heard from the audio commentary Anthony Head said that the sort of reason behind Uther's obsession with his gloves was that it was sort of metaphorical, cos he doesn't want to get his hands dirty (doing so much evil stuff and all :P) so to speak.

This is great! I loved the Uther+Morgause's 'locks' to Owl City

And as for Uther's gloves, Anthony Head commented in an interview that he can see Uther's paranoia manifesting on multiple physical levels. Not just the mass genocide of magi-users, but also needing to feel 'clean' when magic has come close to him or affected the kingdom in some way. So basically when something magic related happens, he pulls out the gloves as a psychological precaution.
