Even if he's the best at shooting arrows, that's still pretty weak. He is obviously going ot be outclassed by any villain who could deflect a bullet, much less an arrow.

He's actually a bigger asset than you think. Especially in the GL comics. Friend of Hal Jordan and trusted ally who has beaten Hal in battle by making him exhaust his power ring and then destroying his battery. That's no easy feat for anyone.

Not necessarily. Arrows may be slower than bullets, but they have a lot more mass, and pack quite the punch when inflated (wink), and Green Arrow can definitely hold his own in a fight (although he's no Black Canary).
